Cooperative learning is fine, but it takes too much planning time for a teacher and is hard to manage.

As a teacher of high risk students who come into the classroom with learning issues, putting them into groups is also challenging. It is difficult to put the kids into groups when they are all lower and there are no leaders. So planning for this is challenging.
